Was there ever going to be a Third Transformers shattered glass mini-series?
Does any one know or have any ideas?

Wouldn't be sure there was any overarching plan to the last few years of IDW titles at all. They left hardback collections unfinished, series such as the Classics UK reprints got cancelled, and they failed to keep a lot of their trades in print. And that's just catalogue material.
You've got to assume that order quantities for this type of title were in the mid/low single digit thousands.

Not much, and it won't be a big seller. Wouldn't be surprised if warehouses of them end up heavily remaindered like all of the stuff offered to Game and other discount stockists.
What's interesting is that SG is a go-to source of redeco releases these days, even when there's options such as G2 Dinobots on the table. Someone at Hasbro has a fondness for it. But silo interests in big companies don't necessarily translate into associated media.

For one thing pack-ins with toys are currently being downsized across the industry in general, particularly with fewer BAF type products.
Comics with TFs are a rarity, it's been almost ten years since the TT/CW ones, and Hasbro is quite reticent about the relatively adult stuff about war and death being distributed to kids (many of the IDW ones were edited for younger audiences).
