I think it's more of an issue of wave 1 for Ratchet and Blackout vs wave 2 for Ironhide and Starscream.

Along the same lines Megatron is a later wave than Prime. So, I would assume he hasn't reached saturation yet.

Is that red fellow on page 133 the same one who shows up in the prologue, because it sure looks like him.
The other main Gundam in the prologue looks kind of like Blue Havoc, except the shoulders aren't the same. I'm assuming he's one we haven't seen in the main story yet?
