I've seen things like that Ratchet mobile for wilderness firefighting and rescues. Probably not standard urban issue, but plausible.

I'm not sure if this is a nationwide trend, but for some reason Wal-marts in South Dakota are putting Alternators on clearance. They had Meister, Camshaft, and Optimus for $15.
