Why was the Rodimus toy smaller that the Galvatron toy and have any of the future Rodimus figures have matched his size?

If Rodimus was too small to be Galvatron arch foe that why is Scorponok fought of as fortress maximus when is smaller?

One possibility is that Hasbro only wanted two toys in that big price point for the year. Since they already had the Ultra Magnus mold from the Diaclone days and wanted to reuse it, Rodimus had to be smaller.

Another is that it's the result of Hasbro, Takara and the movie studio not talking to each other. Rodimus's TFWiki page has an interesting note:
Miscommunication between Hasbro and Takara that neglected to mention the fact that Rodimus Prime was supposed to be the new Autobot leader and the upgrade of Hot Rod led to Takara creating the original prototype for the G1 Hot Rod toy in three times the final size, about as tall as Beast Machines Nightscream. When Hasbro corrected Takara about those details, Takara's designers were disappointed because they had to make Rodimus Prime's toy larger than Hot Rod's.
I might be reading too much into that, but it sounds like the toy designers didn't have much info, and probably didn't know that Rodimus was meant to be Galvatron's rival when they were designing the toys. If that's true, they wouldn't have been able to take it into account.
