I suspect Hasbro see it as diminishing returns and no-one else thinks they're likely to make money from having the licence and putting it to that use. Animation and comics are both fairly expensive mediums to produce in.

So why was Transformers collison course idea not done at IDW?
It would have been different universes crossing over and could have liked that.
Could Hasbro be saving that sort of thing for the 40th anniversary Denyer?

BotCon fiction, Shattered Glass, multiverses, etc, are niche interest even within fandom. It's a convenient one-line explanation, if one was needed, for releasing characters originally from different Transformers sublines in the same product group, but tends to annoy fans when applied to fiction. Alt-universes, time-travel and other concepts that suggest that actions within a given timeline are of less relevance or can/will be undone tend to alienate existing customers of specific continuities. And TFs is a property where the main characters are functionally immortal and can be repaired from almost anything anyway, so drawing attention to alternate versions of characters co-existing is a bit of a gamble.

There's usually more money in targeting G1-derivative media than the other aspects of the franchise. We're coming to Rise of the Beasts only after the first live-action movie continuity became thoroughly tapped-out and a by-the-numbers, play-it-safe soft reboot focusing on 'Bumblebee' (dumbed down to song soundbites) and pop culture retro was hurried out to try to stabilise it. But we are, for the moment, about to see BW taking more of a centre stage -- albeit with Optimus Prime and certain other characters included for bankable appeal, plus a few from column B.

So with a BW and G1 mix being scrutinised by different factions within Hasbro and at Paramount, there probably wasn't much appetite for a Crisis on Infinite Cybertrons type of thing from an outgoing publisher with its own woes and scandals. IDW seems to have far fewer solicited titles these days, relative to their position before the start of the pandemic, than DC or Marvel who've rebounded somewhat.

My suspicion is also that any Hasbroverse or TF universe crossover titles from IDW were more at the instigation of Hasbro than IDW (or heavily influenced by trying to stay in favour with Hasbro execs) and that since the IP-owning company has moved away from a multiverse concept with cinema, smaller mixes such as G1+BW or Animated/Prime/etc characters in Legacy are all that's likely to be forthcoming. They'd rather just use characters together than make a big thing of multiple universes.

So why do you think the comic crossover did not come about, Denyer and could they do it for the 40th anniversary with a new publisher and a new contract?

Why -- reasons outlined above, i.e. Hasbro direction.

Could a company -- sure, if they wanted to, thought sales would cover costs, and Hasbro gave approval. Orders on single issues of Transformers comics have been very low for years and IDW made BW and SG comics whilst apparently managing to keep sales viable. It's more likely that a new company will choose G1-type comics (and BW due to the movie) as launch titles.
