I would be willing to bet that these are their versions of RID: Classics - but Soundwave throws me off a bit. (Unless they're releasing the 'commemorative edition' rerelease).

It's tricky to even try and guess. They're cheaper than their TFC counterparts, and more expensive than their Classic counterparts.

Time will tell...

(Complete speculation here...)

Toss in a G1 DVD for each one of those figures, and you're getting close to the right price. Can't explain Starscream's price, though... I dunno, but if it IS the start of Japanese 'classics', I wonder what all they'll squeeze into the line...
